Availability zone
An availability zone is one or more physically separate datacentres within a single Azure region, each with independent power, cooling, and networking. It acts as an isolation boundary so that if one zone fails, the others keep working.

Across the shared responsibility model, the data or information you store in the cloud and the accounts and identities of people, services, and devices always remain the customer's responsibility, whether the service is IaaS, PaaS, or SaaS, because only the customer can govern who and what they trust.

Paying for capacity does not make the physical datacentre yours to manage. The shared responsibility model lists the physical datacentre as always the provider's responsibility, never the customer's, in every service model.
